1. Executive Summary
REINZ's July data, released on 13 August, shows a slow but broadly steady market. The national median sale price was $760,000 (-0.7% YoY), sales fell 10.0% YoY to 6,090, inventory rose 9.3% to 33,252, and median Days to Sell lengthened to 50 days. The national HPI was down 0.4% YoY. The key split is regional: Auckland and Wellington remain supply-heavy and slow, while Canterbury and Otago continue to outperform.
🔑 Assessment: Positive net migration still supports housing demand, but it is not large enough to overpower higher mortgage costs, elevated listings and weaker job security. Near-term demand should appear first in rentals and entry-level homes rather than a broad price surge.

5. New Zealand Economy & RBNZ
Inflation: annual CPI accelerated to 4.1%, above the RBNZ's 1–3% target band, with fuel a major driver. Rates: the OCR was raised 25bp to 2.50% on 8 July; the next scheduled decision is 2 September. Jobs: unemployment rose to 5.6% from a revised 5.4%, and underutilisation increased to 13.8%. Growth: GDP rose 0.8% in the March quarter, but that predates much of the recent fuel-price shock.
Housing impact: Higher inflation keeps mortgage-rate risk elevated, while weaker employment reduces serviceability and confidence. This combination restrains prices even when GDP is recovering.
6. Migration & Housing Demand
Stats NZ's 14 August release estimates 130,700 arrivals and 113,100 departures in the year to June 2026, producing a provisional net gain of 17,600 ±1,500. This is above the 10,300 gain a year earlier but below the 2002–2025 June-year average of 31,200. The total comprises a 55,300 gain of non-NZ citizens and a 37,700 loss of NZ citizens.
🏘 Rental impact
New arrivals usually affect rentals first. The positive flow supports demand in Auckland and other arrival hubs, but the moderate net level and high dwelling stock argue against assuming a nationwide rent or price surge.
🏠 Purchase impact
The purchase effect is slower and depends on visa security, income, deposits and credit access. Net migration is supportive, not sufficient on its own to reverse weak sales or elevated inventory.
7. Three-Month Outlook (Sep–Nov 2026)
🔮 Base case
National prices remain broadly flat, with higher spring listings and cautious buyers limiting momentum. Canterbury and Otago are better placed than Auckland and Wellington.
⚠ Downside risk
A further OCR rise, persistent inflation or a sharper labour-market weakening would reduce borrowing capacity and lengthen selling times, especially in high-debt main centres.

8. Buyer & Seller Expectations by Group (Sep–Nov 2026)
Overall expectation: the current evidence favours selective, conditional transactions rather than a broad buying wave. High inventory creates negotiation opportunities, but inflation, mortgage costs and weaker employment keep finance and cash flow central to every decision.
|---|---|---|---|---|---|---|---|
| Developers | 开发商 | Selective site acquisition. Well-capitalised developers may find better negotiation in Auckland and Wellington, but projects still need conservative feasibility, finance certainty and credible buyer demand. | Slower clearance. Completed stock may require realistic pricing, staged releases or incentives. Canterbury and Otago offer relatively firmer demand than the two largest supply-heavy markets. | Presales, funding cost, stock absorption and margin buffer. |
| Property investors | 房产投资者 | Opportunity with tighter filters. High-inventory markets may offer discounts, but leveraged purchases remain constrained by servicing, LVR and DTI settings. Cash flow and vacancy risk matter more than short-term capital-gain assumptions. | No broad forced-sale signal. Highly leveraged or low-yield owners have more reason to sell; investors with stronger cash flow may prefer to hold. The available data does not establish a market-wide forced-selling wave. | Net yield after all costs, refixing risk, vacancy and debt headroom. |
| First-home buyers | 首次购房者 | More choice and negotiating power. Auckland and Wellington buyers can take time over conditions and due diligence, but approval still depends on deposit, income stability and bank affordability tests. | Applies only to recent first-home owners upgrading. Slow selling times and limited equity can complicate a trade-up; a sale-and-purchase plan should avoid relying on an optimistic sale price or timing. | Pre-approval, emergency buffer, building due diligence and settlement coordination. |
Credit context: current RBNZ settings allow banks to allocate up to 25% of new owner-occupier lending above 80% LVR and 10% of investor lending above 70% LVR. DTI speed limits also apply. These are bank portfolio limits—not a borrower's entitlement—and banks retain their own affordability criteria.

9. Conclusion
9. 结论
The August evidence does not support a simple “migration lifts all house prices” story. Demand is positive but moderate; financing and employment are the stronger near-term constraints. The most defensible view is a slow, regionally split market: buyer-friendly conditions in Auckland and Wellington, firmer fundamentals in Canterbury and Otago, and rental demand receiving support before owner-occupier prices.
